Abstract
The paper presents essential concepts in environmental impact / risk assessment so that the assessment results to be reproducible in certain limits. The paper presents some of those concepts reformulated bu the authors representing the synthesis of a documentary study of the literature and current national European and international environmental laws. These represent the essence of any assessment having a rational basis involving logical arguments but also evaluators' / decision makers' sensitive motivations. Regardless how good the assessment methods are, these are limited by the definitions related with the semantics and applicability of the used concept.
